Targeting an Enemy
Ranged weapons have a maximum range listed in their profile.
Footsoldiers may only fire within their front firing arc. Those mounted on horses or chariots and the like may fire in any direction.
In order to target an enemy, it must be within the maximum range of the weapon, and have at least two inches of clearance in Line of Sight. Other units, friendly or otherwise, block Line of Sight. Many things that block Line of Sight can be overcome through elevated positioning - so long as the blocker does not extend into the same level as your current position, it can be ignored. You should also take note of Fear.
Only the front rank of a unit may fire.
Targeting Leaders and Characters
If a unit has less than five non-character models, non-character models may target the Leader or any Character models in base-to-base contact with the unit directly while within half Range, and Character models may target the leader at any range. If the unit a character model is attached to is reduced to less than five non-character models through shooting, subsequent hits may be directed at the character model if the attacker wishes, following the prior rules. If a group of characters are travelling together, hits against them strike a random member of the group. Character models only gain protection from units composed of models within the same size category (either greater or lesser than 10' in any dimension), with characters riding standard-sized animals counting as being less than 10' and gaining protection from footmen as well as cavalry. Area of EFfect weapons may be centred on characters as normal.
Shooting an Enemy
The chance to hit is based on the user's Ballistic Skill, as shown below:

While higher stages allow you to hit at 1 or below, this is largely due to the high presence of modifiers. No matter what, the original roll must still be at least 2 - an original roll of 1 always misses.
After determining the target number to hit, roll the dice and apply the following modifiers if any are appropriate.
Modifier | Circumstance | Description |
+1 | Firing at a large target | The target is at least 10' in-universe in any dimension. Units mounted on horseback do not count, though chariots do. |
-1 | Firing at a small target | Anything smaller than 1' in height and width in-universe is Small. |
-1 | Firing while moving | If the model or unit moved at all in the Movement phase, they suffer a penalty. Some weapons will not allow you to fire at all. |
-1 | Firing at rapidly moving target | The target moved at least 6" in total in the Reserve phase. |
-1 | Firing at charging enemy | Some circumstances allow you to fire while being charged, but before melee is joined. |

-1 | Targeting a Lone Unit | Targeting the leader of a squad that has less than five total models, or a character that is less than 10' tall. |

Shooting into Melee
There are no modifiers for shooting into a melee - instead, for every Hit generated, you have an equal chance of hitting any unit involved. Typically this would be 50% of hitting one side or the other, but some combats may have multiple units involved.
